Disability Insurance

A. Virginia Sickness and Disability Program

Benefits

You were hired before July 1, 2009

Sick Leave

You receive sick leave of 20-80 hours per year, based on your total months of full-time or part-time salaried state employment.

Family and Personal Leave

You receive family and personal leave of 16-40 hours per year, based on your total months of full-time or part-time salaried state employment.

Short-Term Disability

You are covered for short-term disability benefits from your first day of employment, whether work-related or non-work related. After a seven-calendar day waiting period, your income replacement begins at 100% of pre-disability
Income, reducing to 80% and then 60%, for up to 125 workdays.

Long-Term Disability

You are covered for long-term disability benefits after the expiration of the maximum period of short-term disability. Your income replacement is 60% of pre-disability income, increased to 80% for catastrophic conditions.

Long-Term Care

You are covered for up to $96 a day for licensed nursing home care, assisted living facility care, at-home services and community-based care, up to a maximum lifetime benefit of $70,080.

Sick Leave

You are covered for work-related disabilities from your first day of employment.  You are covered for non-work related disabilities after one year of continuous employment. After a seven-calendar-day waiting period, your income replacement is 60% of pre-disability income. After five years of continuous employment, your income replacement begins at 100% of pre-disability income, reducing to 80% and then 60%, for up to 125 workdays.

Long-Term Disability

You are covered for non-work related long-term disability benefits after one year of continuous employment. Your income replacement is 60% of predisability income. After five continuous years of employment, income replacement increases from 60% to 80% for catastrophic conditions.

Long-Term Care

You are covered for up to $96 a day for licensed nursing home care, assisted living facility care, at-home services and community-based care, up to a maximum lifetime benefit of $70,080.

Days of Income Replacement
If your claim is approved by Unum, income replacement begins on the eighth calendar day from your date of disability. If your disability is work-related, you are covered from the date your Workers’ Compensation claim is approved. The income replacement level you receive for a non-work related disability depends on the date you were hired.

If You Were Hired Before July 1, 2009
You are eligible for income replacement starting at 100 percent of the salary you are earning at the time you become disabled. This reduces to 80 percent and then 60 percent during the course of your disability, as shown in the chart below:

Once an individual enters long term disability they are separated from university service. If at a later date an individual is cleared from long term disability and wishes to return to service with the university, they must apply for a position through the normal competitive hiring process.

This program is at no cost to employees. The Commonwealth of Virginia has contracted the management of this program to a third party administrator, UNUM Life Insurance Company of America. B. Disability Insurance for VRS Participants

The Virginia Retirement System provides income replacement benefits through disability retirement.VRS members are eligible for disability retirement if the following conditions apply: the member becomes mentally or physically unable to perform present duties and the disability is likely to be permanent. Regular disability benefits are based upon the average annual salary paid during the highest 36 consecutive months of credited service.
